Summary:

Congress enacted the CARES ACT some 45 days ago. Through the Cares Act the Paycheck Protection Program (PPP) was created. To expedite the disbursement of the funds, the small business loan program was initially rolled out with only minimal official guidance. The Administration has been slowly releasing FAQ’s and guidance that is in some cases fundamentally changing the rules. In addition to the PPP, there were many Tax changes in the CARES Act which benefit the Staffing Industry, which has had little to no exposure.
